I think the nature of a Planescape campaign lends itself well for PC's to be able to leave an area of operations to other locales for downtime activities or running parallel storylines. A little harder to do if they don't have the means of instantaneous transportation. Some planar capability even in a non-Planescape campaign might be a necessity for the reasons you mentioned. Teleport spells and the like might do ok, or a "hearthstone" type magic item.
